Meta ad rejected · Special Ad Categories

Why was my Meta ad rejected for not declaring a Special Ad Category?

Updated · By Ahmed, six years running Meta ads

Short answer

This rejection means Meta decided your campaign is about financial products and services (formerly Credit), employment, housing, or social issues, elections or politics, and it wasn’t declared in that Special Ad Category. Select the right category in Ads Manager, rebuild the audience within its limits, complete authorization for political ads, then resubmit or request a review.

Also change: Copy fix: the gender and age preference is removed. In Ads Manager, declare the ad under the Employment Special Ad Category. Then remove any age, gender or zip code targeting, since those options are restricted for this category. Check that the landing page at /jobs has no gender or age preferences either.

The ad states a gender and age preference for a job, which is discriminatory in employment ads and will very likely be rejected.

What usually triggers it

  • Financial products and services ads from US advertisers or reaching the US, run without the category. In the US this covers credit, banking, insurance, investment services, pensions, payment services and buy now, pay later. Credit offers reaching Canada or certain parts of Europe need it too.“A US life insurance quote ad set up as an ordinary Leads campaign.”
  • Employment ads without the category: full-time, part-time and internship listings, apprenticeships, job fairs, job boards, certification programs, and company perks shown alongside jobs.“We’re hiring delivery drivers in Dallas. Apply today.”
  • Housing ads without the category: sale or rental listings, real estate services, mortgage loans, homeowners, renters or mortgage insurance, and home equity or appraisal services.“2-bed apartments for rent near downtown, move in this month.”
  • Ads about social issues, elections or politics with no authorization and no “Paid for by” disclaimer. In the US, social issues include civil and social rights, crime, economy, education, environmental politics, guns, health, immigration, political values and governance, and security and foreign policy.“A brand ad asking people to call their senator about a climate bill.”
  • Social issue or political ads created by someone Meta’s signals place outside the country the ads target, or whose ad account and Page details do not match.“An agency team abroad creating election ads for a US candidate.”
  • Social issue, electoral or political ads aimed at the European Union, where Meta no longer allows them.“An advocacy ad about a new law, targeted at people in Germany.”
  • Wording or targeting that singles out people by age, gender or other personal attributes in these ads. Meta’s Discriminatory Practices policy bans wrongful targeting, wrongful exclusion and discriminatory content.“Hiring young, energetic men for our sales team.”

How to fix the ad

  1. Decide from the content. If the ad promotes or links directly to a financial product or service, a job or a housing opportunity, or is about a social issue, election or politics, it needs a Special Ad Category.
  2. In Meta Ads Manager, create or open the campaign, select Special Ad Categories, choose the category under Categories, and choose every country the ads will run in under Countries.
  3. Rebuild the audience inside the limits. For financial, employment and housing ads, age, gender, ZIP code, exclusions, lookalikes and some interests are limited or unavailable; city and pin-drop locations get a wider radius.
  4. For social issue, electoral or political ads, get authorized in the country you are targeting, create a “Paid for by” disclaimer, and link it to the ad account.
  5. In social issue and political ads, disclose photorealistic images, video or realistic audio made or edited with third-party AI tools when Meta’s rules require it.
  6. Write copy for everyone. Remove words that pick out an age, gender or other personal attribute, such as “young” or “men only”.

If your ad is already rejected

  1. Read the reason in Meta Business Support Home (formerly Account Quality) or in the rejection notice, and note which category Meta thinks applies.
  2. If the campaign should have been declared, open it in Ads Manager, select the correct Special Ad Category and countries, adjust the audience, and publish so the ads are reviewed again. You can also create a new campaign with the category set.
  3. For social issue or political ads, complete authorization and add a disclaimer first. Meta says ads found running without a disclaimer are disapproved and added to the Ad Library.
  4. If you believe the ad is not in a Special Ad Category, for example a product sale that only mentions a topic, or a hotel ad rather than housing, request another review in Business Support Home.
  5. Do not try to dodge the category by vaguer wording, another ad account or a different advertiser setup; the category depends on what the ad offers and where it runs. Keep screenshots and dates of each change.

Questions

What are Meta’s Special Ad Categories?

Financial products and services, employment, housing, and social issues, elections or politics. The old Credit category has been replaced by Financial products and services, which still covers credit.

Do I need a Special Ad Category if my business is not in the US?

Often, yes, because it depends on where the ads run as well as where you are. Financial products and services ads need it if you are in the US or reach the US, credit, housing and employment ads also need it when they reach Canada or certain European countries, and social issue or political ads need authorization in the countries Meta designates.

What happens if I don’t declare a Special Ad Category?

Your ad may be rejected. If Meta decides a campaign includes social issue, electoral or political ads and the category was not selected, the campaign is disapproved, and ads found running without a disclaimer are also added to the public Ad Library.

Does choosing a Special Ad Category slow down ad review?

No. Meta says choosing a Special Ad Category does not change how long it takes to review your ads.

Why can’t I target by age, gender or ZIP code anymore?

Those options are limited or unavailable for financial, employment and housing ads to help prevent discrimination. Audiences include all genders, ages are generally fixed at 18 to 65+, and city or pin-drop locations get a wider radius, such as 15 miles in the US.

Can my agency run political or social issue ads for a client in another country?

Only through people authorized in the country the ads target. Meta checks people, ad accounts and Pages, and disapproves the ad if its signals show the person creating or editing it is outside that country.
